IE doesn't open at all

I have try many things in order to get IE to open... first
i reinstalled IE from the IE instal wizard in the "Program
files/internet explorer/" directory.... that worked till i
shutdown the computer... then I reinstalled IE from the
add or remove programs wizard in the control panel.... it
worked once again, and then after being shutdown it doesnt
open at all.... can anyone help... and when i double click
on it or even right click to open it, it doesnt open at
all... it doesnt do anything and this is a really annoying
problem... thank you everyone for your feedback on my
problem...

P.S.I am running windows ME

Open the Internet Options applet in Control Panel
Uncheck "Enable third-party browser extensions" on the Advanced tab.
You may also have to set the Home Page to about:blank

Then eliminate any scumware.

Note that AdAware and SpyBot S & D will each catch some things the other
won't. Also, each needs to be updated with the program's update function
before every use, even when just downloaded. There's also a lot more to do
