IE doesn't fill screen

All of a sudden, my IE comes up as full screen according to the single square
icon that shows up in the corner but it only fills the bottom 2/3rd of the
screen. Destop still shows above the IE screen. All other windows screens,
my computer etc., still fill the screen as usual. This is only happening in
IE. Have my settings changed and how do I make it right? I don't want the
f11 complete full screen without the toolbars above. I want the toolbars.

Close all windows except IE, then using the mouse grab the edges of the
window and drag is as large as you can. Don't use the maximize button.
Then click on File | Close to close IE. Next time it should open up
to that same size.
