I'm using a computer running XP Home SP1, with IE 6 SP1 as my web
browser. I have IE set to use 12MB of disk space, yet sometimes when I
check, this has been mysteriously changed to 2392MB. Anyone know why?

Right-click IE icon on desktop | Properties | General | Settings... | Amount of disk space to use: (slider)

Try setting IE to 40 or 50 MB and then clearing TIF.
