IE delays in communicating with server

I've been having problems with Internet Explorer now for about a month. The problem seems to be that whenever I type in an URL into the address bar it takes IE up to 45 seconds to communicate with the server and begin downloading the website. However, once it finally does communicate with the server there are no problems in navigating the webpage. I have run AdAware, Spybot, updated all Virus components with Norton and run full virus scans and restarted in safe mode running virus scan once again. Nothing seems to be correcting the problem. However, when I downloaded and installed Netscape 7.1, I had no issues in communicating with the web servers. I have downloaded the update from Microsoft Q831167.exe (Update for Internet Explorer 6 Service Pack 1 (KB831167)). That update did not solve my problem. If anyone has any suggestions it would be most appreciated.
