IE connection with server delayed by 30 secs

I am running XP Pro with a DSL Line and whenever I enter
a URL into the address bar I experience a delay of at
least 30 seconds before the server responds with the
website. Once the website loads though, I have normal
browsing speeds and no problems. I talked to my ISP, they
said it's nothing with their servers or my connection.
So, I checked Microsoft's site and found the update they
had for thir problem--it didn't do a thing. I've got
AdAware & Spybot and Hijack--nothing unusual has come up.
Anyone know of a solution to this? The only luck I've had
is typing in the URL through my Google toolbar and
everything works fine.
