IE cant find local links?

I play around with stuff in my Windows XP home edition
and IE6. Since I don't really know what I'm doing
(though I do have a Comp Sci degree) this means I
occasionally reformat my drives and reinstall
everything. I have probably caused this current problem
by changing an IE setting, or perhaps by stopping or
disabling a service. Currently, however, the machine
seems to work fine otherwise.

I have a simple HTML page on my machine that I use as a
homepage. The homepage is in a directory under my
profile within "Documents and Settings", on the C drive.
I tried adding a link to some local documentation files
on another drive and couldn't get
the "file://E:/blah/blah/blah.html" link to work. I have
used URI/URL's with the "file" scheme before, but not
recently. I tried linking to a simple test html file in
the same directory as my homepage, just using the
filename as a link, but that wouldn't work either. I
downloaded Mozilla's Firefox, installed it, and both
local links worked fine in that browser. I tried a
similar set of files on my XP machine at work and IE
navigated the links properly. After doing some reading,
I created a <base> tag in my homepage header and IE can
now follow both the "file" scheme and the relative
filename links. Does anyone have any ideas why my IE
browser wont follow a local link without the <base> tag?

Oops. Unlike my example, the homepage used the
proper "file:///E:/blah/blah/blah.html" format.
