IE cannot open site error

When I try to go to several sites (weather channel, local
newschannel) I get the message -
IE cannot open the internet site
http//www.thekansascitychannel.com/index.html
operation aborted.

Sometimes if I try repeatedly to access the site - it
will magically let me open it.

I'm at my wits end - help would be greatly appreciated.
