IE cannot download Setuppad.exe

When I try to download programs I get the message that Internet Explorer
cannot download Setuppad.exe from download.microsoft.com.

How do I fix this so that I can download again?

My system is Windows XP home edition.

If you're using a firewall, check its settings for Internet Explorer.
