IE and Outlook will not work together

Reposting original question _Please read what My problem
is and what I have tried.

I am trying to get Microsoft IE to send web pages through
Microsoft Outlook instead of Outlook Express. In tools
Explorer shows that Outlook "not Outlook Express" has been
selected but when I choose send it opens the page to
Express which does not have all my address book. Is there
another place to check settings?

Under Control Panel->Internet Options->Programs tab, make
Outlook Express
the default mail client. Then change it back.

My reply:

I tried your suggestion 2 ways "change to and change back"
applying on each step. Did not work. Then I repeated the
steps and restarted the computer after each one. It did
not change.

If you click on a mailto: link, what happens? What is launched?
 
A mail to link inside a page opens Outlook, but from file -
send (page or link), it opens Express
