Whenever I go to a website that has a Flash image. I have to click on the
image twice to link to the image. The first time I hover over the image, a
tool tip box say's "Click here to activate and use this control". Why is this
and does anyone know how to fix that?

That's because the update is already installed on your computer from Windows
Update, and that's what changed the Active X.
