flashing tooltips

I have flashing tooltips! Whenever I hover the mouse over a button with a
tooltip, in stead of displaying the normal tooltip it flashes it at a rate
about twice as fast as the curser flash.

Can anyone help?

Try this:

Click Start, Right-click My Computer, and click Properties.
Click on the Advanced tab and click Settings. Select the option "Adjust for
best performance".

If you want to keep the "XP Look", go to the bottom of the list and check
the option "Use visual styles on windows and buttons".

Click OK, and click OK again.

This will also remove that left-side-bar in folders. To enable it, open a
folder and go to Tools>Folder Options. Under Tasks, select "Show common tasks
in folders".

I've noticed stuff like this when I've had the wrong video drivers
installed. Try reinstalling your video device drivers.
