Ie 7 won't install says validation failed, XP SP2 PRO

I installed the Windows XP Pro SP2 version from my Technet CD , activated it.
Downloaded and applied all patches. Tried to install Ie7 and it keeps saying
validation failed. Any ideas how I can resolve this?

WHich TechNet News is appropriate?
I saw this as a General Windows XP issue...Won't Validate!

IE7 is a beta product. It's not covered here. Post to the IE newsgroup
for help with it.
