IE 7 Security issue

I am creating my own website and on my page I have some buttons that when
you roll over them they change the button state. Well when I try and view
the page from one of my Vista computers it opens the page and pops down the
security warning saying, "To help protect your security, Internet Explorer
has restricted this webpage from running scripts or activeX controls that
could access your computer. Click here for options." I can the click the
drop down box and choose "Allow blocked content" and then the page runs
normal. I have another Vista machine that when launch the page it does not
do this to me. How do I make it so it just works all the time and also I am
concerned for others who try and view my page might run into the same problem.
