IE 7 not deleting Internet Temporary files

I have XP Pro SP2 and all patched. I have IE 7 and it will not delete cache
files. I have modify the registry to display the correct setting. I don't
have any messagers installed or runnig. I have started the IE in NO addin
mode. I have resetted the IE settings and made sure the registry diplayed to
correct settings. I just will not Delete the file. Does anyone have any IDEAS?

Regedit from the os not regedt32. Besides it brings up the same utility in XP
Pro. Why?
