IE 6 Will Not Navigate

I have a problem where IE 6 will not navigate to any web site. I have
previously worked with MS Support over many nights of trying various things
and eventually the answer was to reformat my hard drive and reinstall Windows
XP SP2 and then reinstall all of my applications, etc. As you can imagine
this was a very painful process and took weeks to complete. I did this by
using a second hard drive on my system, switching the settings to make it the
master and after performing the installations, moving my files down from the
old C drive to new C drive. As I installed applications I would make restore
points just in case. I finally got IE navigating again for one month and
then it stopped working again. There are two others symptoms of problems
that accompany the IE problem: Images in emails received within Outlook
display instead as the red X and all of the restore points are unrestoreable.
I can browse the web using Netscape, Firefox, or Opera but not IE 6.
Upgrading to IE 7 beta did not solve the problem. Having performed this
reformat and reinstall process 3 times now I have decided to give up but
thought that I would check this newsgroup for any suggestions as read an
article in PC Magazine where one of the authors commented about finding an
answer to a problem though the newsgroup. The only reason I use IE is to
navigate to a MS site where I have my e-commerce site which uses active-x
components. I have up to date Symantec anti-virus and run a couple of spam,
etc. tools weekly. It appears that since I can open IE and I can open files
that reside on my hard drive but not web sites that their must be some
registry entry that is scrogged up but the MS support tech could not find
anything after many nights on the telephone. I look forward to anyone's
suggestions. Thanks.
