I read on another forum that I found in a search, that this can happen

you visit a website that has a script to change your encoding so that it
will
match their website.... ugh!
Yes...that is a bane to a lot of folks.
I have just been manually adjusting the encoding for the sites I need to
go
on where the encoding changes. It would be nice if there were a way to
make
an encoding a default for all websites. Maybe IE will think of that for a
future release?
In the days pre-XP SP2, there was not much problem with encoding and/or
script and such, thus, the webmeisters just did their thing. And, many of
them still do, but, it is not the same now with the Windows XP SP2 changes.
Then, many folks don't know that XP does not come with the Java Virtual
Machine included in Internet Explorer, so they don't know that they have to
download and install either the MS Java VM or the Sun Java VM, or many of
the sites don't work for them. If you have not done this you can find it
here for XP
