IE 6 Error (SYSGB.DLL)

I am helping someone use an internet service, but
everytime they open their browser, they get the error that
says "Internet Explorer has encountered a problem and
needs to close..."
I cannot tell you EVERYTHING he has in the details box,
but the DLL file is sysgb.dll he says.

I cannot find anything on the Microsoft website about this
DLL or why it is crashing his IE.
