IE 6 browser problems

I keep having two problems with IE;

It will not allow me to edit the preferences (homepage,
etc.) as this is not allowed due to restrictions placed
on this computer by an administrator, and

It generates some sort of backwev application ID failure;

"faulting application explorer.exe, faulting module
nt.dll, version 5.1.2600 etc.

Any ideas? Reinstall IE 6?

Is it ntdll.dll ?

There's a good possibility that this is being caused by a third-party
program (adware, spyware, parasite).
