IE 6.0 sp2 information bar does not show up on limited account

some of the IE 6.0 sp2 information bar does not show up on limited account.
for instance when a site install ActiveX i don't see icon that has blue
shield with questionmark and no option to install it at all, on the same
website when using IE 6.0 sp2 on administrator i always see the information
bar and option.
are there any difference when using IE 6.0 sp2 on limited Account and
Administrator account?
 
What was wrong with the answer you received in windowsxp.general?

I am have a problem with IE 6.0 sp2 when I go into play bingo on pogo it
don't bring up the whole game for if you hit bingo you can't call bingo. but
before I done the update from IE sp1 it would bring up the whole game where
you can call bingo. So I wonder if it is just this sp2 or what
