IE 6.0 Problems

I have IE 6.0 on my computer. Something keeps adding a
tool bar below the address bar plus another toolbar at
the bottom of the browser. I can't seem to get rid of it.
My OS is windows XP and on the limited accounts IE 6.0
runs so slow it acts like it is locked up but on the
admistator account it runs at normal speed.

Any suggestions?
