IE 6.0 - Cookies won't enable

After I upgraded to Windows XP Home Edition, I've had a
lot of problems with IE 6.0. A number of programs or web
site entries, including from Microsoft & AOL tell me to
enable my cookies in the IE 6.0. I've tried repeatedly to
do so a couple of ways to no avail.

Please help!!!!!
