IE 6.0.28 Will not open

We have some workstations that will not start IE unless you first use MS
explorer. When any user logs in and tries to use IE first the computer will
lock up. When I open task manager system Idle process is 99. To log off have
to press CTRL+ALT+DEL and then receive a pop up saying that pdesk is not
responding and then one that explorer is not responding. We are running ISA
for a proxy server. Any information on how to fix this would be great.

What is pdesk? Have you tried eliminating it to see how
the symptoms change?
