IE 5.5 and 6 simply hang

My daughter has Internet Explorer that will never
open a second window. There are no pop up stoppers; no
adaware thingies absolutely nothing but a standard IE
Explorer. I have installed the latest version (6 + sp1)
but absolutely no difference.
Netscape and other browsers work just fine.

Any suggestions

If you use Ctrl+click or Shift+click do you get a second window?
