No, you don't need a crossover cable to enable ICS. If you're just
networking two computers without a hub or switch, you want to use a
crossover cable to network them then enable ICS on the PC with the internet
connection.

No. There's no relationship between ICS and the type of physical
network connection.
ICS requires two enabled network connections on the host computer: one
for the Internet, and one for the local area network.
The local area network connection can use a crossover cable to connect
to one other computer. It can also use a hub or switch and regular
Ethernet cables to connect to one or more other computers.

With more than two computers on a network, the computers have to
be connected through a hub (or switch or router). With only two
computers, you can connect them either with that hub, switch, or
router, or you can do it the cheaper way--connecting them
directly by using a crossover cable.
