Windows XP ICS not giving out IP's

.sigh....I have never had problems with ICS.. or my networking..I was fortunate to never have many mishapes with it but now its biting me back. Alright story first, Buddy comes over..complaining his computer is acting strange now mind you that my network and ICS was working perfectly for the past 2-3 years before that day. He comes plugs his computer into the hub..and its all over(he later reformated his computer and blames the ICS problem on me). Now ICS wont give out IP's, other computers on the network can have ICS on and work fine(meaning it works how its supposed too) but now when I (meaning my computer) has it enabled I get the static IP address like normal but no one else gets a correct IP. Funny enough the network it self still functions(with file sharing and such). Im stumped I have read so many troubleshooting articles that I have had some wierd dreams over it. If at all possible a solution could be found that doesnt require a reformat...so gratefull I would be...Im getting tired of reformating everytime I have some problem I cant fix. If anymore info is needed..plz say what and it will be done.

When you have ICS enabled , the host must have a static IP of 192.168.0.1, it then distribute Ips all beggning with 192.168.0 to all connected computers so they can use the hosts computers internet connection(giving each an ip of 192.168.0.0-255). now does ICS does it itself or is it some other service, I have no clue all I know is the whole ICS thing is "supposed" to give outIiPs to all computers connected, but for some reason mine isnt. im afta that reason
