ICS, NAT and accessing an internal web server

That's the situation:

I have a cable ISP, which gives a public ip for accessing the internet.
So, I installed loopback adapter, created a VPC, and installed a web server.

I configured ICS to forward port 80 request to the VPC.

If I try to access the WS from the host computer using the VPC IP, it works
Ok.
If I try to access the WS from another computer in the internet, it works Ok.
If I try to access the WS from the host computer using its public IP, it
doesn't work.

I think there is a route problem that inhibits ICS to forward the request of
the last situation. Any idea?

You didn't say what happens when you try to access the web server from
another computer on your local network using the local network IP
address. If that works, then you are fine. Just don't use the public IP
address when inside your network.

That works Ok. Internal IP address works fine.

The problem (in fact is not a problem) is that I can't test like if I were
an internet user. I can't test if the forward works for an internet user,
other than asking a friend to connect to my web server.

The cheapest and most common way to test this kind of connection is to
install a dialup modem in one of your machines; get a NetZero or some other
free/cheap dialup account; and see if you can connect through the public IP
over the dialup connection.
