Icons within a desktop folder

Internet shortcuts within a desktop folder (Banking) only show the big
E for Internet Explorer 7. If I look at the properties for the icon,
it shows that I have selected the custom icon, but it won't display
that icon. If I move the icon from the folder directly to the desktop,
the correct icon is displayed. Is there a fix for this behavior?

Have you tried clearing out your Temporary Internet Files?

Yes. I have even checked the registry for the name of the shortcuts,
in the hope that I could fix a setting; that was fruitless.
