icons not drawn properly

when i make a shortcut the icon is not drawn or copied
properly...nor are some of the file icons that already
exist. ive just reinstalled xp after virus clear
up...would i need to format c drive n install from
scratch? bit of a head scratch this one..thanks for any
input...
