Icons are displaying incorrectly

Ok folks here is a good one. All of the icons on the
desktop and in all folders, including the start menu are
diplaying as something else. If you try to change the
icon, no matter what you select you get the same "E" icon
or something similar. And here is the kicker, some of
the icons overlap. Now I dont meant 2 programs on top of
each other, but there is an icon over an icon. Does
anyone know how to fix this?

To refresh the icons in the system change the size of icons in Start - Control Panel - Display - Appearance, click apply then change the size back.

Can't say I've ever used it (or read anything from anyone who has),
but I know Tweakui has a repair option for icons. Says it's to be used
when "Explorer is displaying the wrong icon for a program or
shortcut".

If you try this, would you kindly post back the results?
