Icons and pointer flicker...

Does anybody know what causes the pointer to flicker ?

Does anybody know why- when I first open control panel screen,
all the icons don't look like icons- only for a second ?
 
Your first problem of mouse flickering could be because of Monitor Refresh
Rate. Try changing it through right click Desktop - Display Properties -
Settings - Advanced - Adapter - List All Modes - choose the appropriate
resolution according to your monitor size (70Hz is the best refresh rate).

If that doesn't work then try changing your Mouse settings through Control
Panel. Enable Pointer Shadow. If that also doesn't work then enable mouse
trial and see if it still flicker. Last thing, change your mouse pointer to
normal instead of 3d.

Delay in Control Panel Icons could be because of heavy graphics load. Change
the color settings to 16 bit through out Display in Control Panel as well.

I did what you said to do and it helped quite a bit. But there's something
else going on now. All of 25 windows updates somehow got deleted, and not by
me. And, when windows update scans for updates now, it says I don't need any.

There should be a computer book, with 1000 pages in it, titled
"Troubleshooting."
