Icons all change to generic

All of the icons, both on the desktop and in folders,
have changed to the generic windows icons (the blank
rectangle and the rectangle with some icons inside).
Nothing happens when I click "Change Icon" and select the
proper icon; they remain as the generic icon. How do I
get past this?
