Icon titled "desktop" - why???

Recently I had two icons both titled "desktop" appear on my Vista desktop.
Both are "grayed out". The icon looks like a sheet of lined paper with a gear
on top. Properties says:
Type of file: configuration settings (.ini)
Opens with: Notepad
Location: C:\Users\Public\Desktop

I deleted one of them, after receiving all sorts of dire warnings that Vista
may not continue to work. Vista worked fine after the delete. I cannot delete
the other one. They both appeared on my "user" desktop. They do not appear on
the "administrator" desktop. When I try to delete, I get a message saying
"Destination Folder Access Denied", "You need to confirm this operation" and
a "Continue" button with the Microsoft shield symbol. If I click "Continue" I
do not get the window that lets me put in my Administrator password, it just
repeats the previous message.

What are these icons, where did they come from, do I need the one I can't
delete and why are they cluttering up my desktop? If I don't need them, how
can I delete the remaining one?

Control Panel (Classic view) > Folder Options > View tab > check "Do not show
hidden..." and check "Hide protected operating system..."
