Icon Popup Description Tags

Where can the Popup descriptions for Icons be disabled (so when the cursor crosses over an Icon the popup message will not appear)?
 
In Control Panel, choose Folder Options>View tab. Then scroll down to the
bottom and de-select "Show pop-up description...."

Folder Options - View and uncheck 'show pop-up descriptions. . . '
 
From Control Panel, you must select 'Appearance and Themes', THEN 'Folder Options'. Anyway, I did uncheck 'Show popup descriptions', selected Apply, and even after rebooting, they still appear. How do you account for that?
