As far as I know, all Window Icons are in .exe files or .dll files. There
are programs on the internet that will extract the icons plus you can use
them to create your own icons. A couple are: IconEdit Pro and
IconShop.120.Alpha. Do a Google search for them and give them a try. I
believe under Win XP that icons can be created in MS Paint. I have never
tried, so don't know for sure.

This is not neccessary. When you click "Change icon", you can browse for your icon...
For your info, the main icons are stored in :
\Windows\system32\shell32.dll
