Can this printer operate with a parallel printer card in a Windows Vista Home
Premium PC?

this should. The driver is included in Vista.

What kind of machine do you have that can accept a parallel card but does
not have a parallel port already?

If you already have a parallel port and are adding another port so you can
access multiple devices, stick to a basic card that just has the one port.

The spooler will only access LPT1, LPT2, and LPT3.

I have a 16-bit ISA dual parallel port card. I have a Dell Inspiron 518
computer with a Core-2 processor that I purchased recently and plan to
connect to the printer. I haven't looked inside the computer yet to see if it
can accomodate the card.

You will possibly also need a Vista driver for the parallel port card.
While I haven't installed a Parallel port card in Vista, I have in XP and
needed a driver from the card's manufacturer.

Go to the card manufacturer's web site and see if one is available. (If you
don't find one for Vista, see if one is available for XP. That will
indicate whether a driver may be needed and if there isn't one for Vista,
the card may not be supported.)

I know old school is good sometimes but you will need to get a new parallel
card. ISA is pretty much gone.

Expansion Slots
PCI: 1 Slot
PCIe x1: 2 Slots
Back: line-in, line-out, microphone, rear surround, side surround

Alan,
I opened the PC and examined the innards. It has a open card slot with about
100 or more pins. Do you know what type of card an Intel Core2 Quad 6600 PC
would use since it's now obvious it's not an ISA card?

Alan,
Just writing to inform you that I found the IBM 4019 Laser Printer driver in
Windows Vista and installed it. I purchased a PCI Express parallel port card
and installed it in the PC by following the prompts. The printer may be
ancient by PC standards but it works great.
