I wish to create a second e-mail account

I know it is not possible to have two recipients with windows mail.
But it is necessary for me to receive e-mail addressed to my second
charter.email name within windows live.

Will some kind person please explain how I might accomplish this?

WM & WLM will accommodate up to 32 accounts.

Simply set up your 2nd account in WM or WLM, at tools>accounts.

Please explain more clearly what your problem is, and which mail program you
are referring to?

Oh Hell, I was told that I could only have one account with Windows Mail.

Just set up the second account.

That's what happens when a old poop listens to the wrong person when
he first gets Vista. 8^(
