Please ignore this. I finally figured out that it was Google blocking it.

When I put SP2 on here it added a pop-up blocker. I frequently use the
public library web site and there is a function that allows you to choose a
book and then get a summary of the book or an excerpt. Although I have
turned off the blocker, every time I try to get the additional information
on a book it tells me that pop-ups are blocked on this page and to use ctrl
when clicking. I don't want to bother doing this and don't understand why
turning off the pop-up blocker doesn't work.

Lois,
There is a way to keep the Pop-Up blocker enabled but to allow
specific sites pop-ups to appear.

Start > Control Panel > Internet Options > Privacy Tab > Settings Button
under the "Pop-Up Blocker" heading > Type address of site i.e
publiclibrary.com > Click the Add Button > Click Close > Click OK
