I want to totally block someone so that they can't even email me .

I do not want someone to be able to email me at all. I don't want to just
send it to a junk folder. Can someone tell me how to do this?
 
You have two options. First, with Outlook, set up a rule so that email from
their email address is filtered (upon arrival at your PC) directly to your
trash. Your second option is to determine in your ISP has address blocking.
If so, specify the email address you want blocked and it will never even get
to Outlook.
