I want to change Microsoft SAM's voice settings

When logging in, MS Sam's robot voice tells me good morning. I want to
change the settings of his voice, but the Settings button in the Text to
Speech Dialog Box is grayed-out. I have local admin privliges.

How can I enable that button or turn off the event where MS Sam says hello
to me everytime I logon?

You may not be able to change his voice, but there are alternatives to Sam.

If you want to turn it off completely, then have a look at Windows logon
sounds [Control Panel > Sounds & Audio...> Sounds] to see if you have Sam
under one of those, or alternatively check your startup applications [eg via
start > run > msconfig]
