I want my system tray envelope!

I've been having this problem on Windows XP with both Outlook 2003 and
Outlook 2007, and now on Vista with Outlook 2007.

At some point, Outlook decides to switch off the system tray envelope
setting. The checkbox in the settings gets unchecked. It stops appearing,
which is pretty nasty, because I count on it to notify me. I don't know under
which circumstances this happens, but it's not that the envelope icon is
hidden in the system tray - it doesn't appear at all!

At first I though there was something wrong with my system, but now that
I've experienced it on different Windows/Office settings, I doubt that. How
can I force Outlook to remember this setting?

P.S. I also get notifications only for mail that comes in the Inbox folder,
and not for the other (I made rules to move messages accordingly).

I can't answer the first part, but I can answer this one: Micro$oft, in
their infinite wisdom (read: stupidity), enabled this "feature" because,
supposedly, a lot of people were complaining about the new mail taskbar icon
showing up when email was delivered to folders via rules. SO, they changed
the functionality so that the new mail taskbar icon ONLY shows up when email
is delivered to the inbox. Using a rule to sort your mail when it arrives =
no new mail taskbar icon. Which pisses me off to no end! That's a serious
deficiency, and one reason I am recommending my customers to NOT upgrade to
2k7 *until* Micro$oft fixes (yes, FIXES!) this bug.
