I want Always to Open in Details View

Whenever I do a file/open or file/attach in many
applications I get the default "List" view (folders
followed by a listing of files in the root directory.) I
prefer the details view and always need to adjust the
columns to get to the "modified" column, then double click
to arrange by date last saved. The next time I open the
application and get the directory pop-up I am forced to do
the same thing.

Is there some way to force an application to open with my
preferred settings (detailed view - arranged by time
saved - decending)?
 
Open Windows Explorer, Select Tools, Folder Options, View. The settings
are all there.
 
Nope.

I've been there many times and have customized to my
preferences, including "Remember each folder's view
settings." This still doesn't affect e.g., opening a file
in my image editing or email software (and most others).
I still get "list" view. Explorer is locked onto details
view, however.

Anyone... How do I get my applications other than Windows
Explorer to default to "details" view (per my original
query).
