I have been using Outlook express for mail for 5 years. When I tried to
respond/write a message recently I had to select OUTLOOK to write a response
- I cannot find a "send" button so all my new messages are in "draft". How
can I send them

Is Outlook a better mail manager than outlook express?

Not sure why you "had to select OUTLOOK". Nobody is holding a gun to
your head... You can continue to use Outlook Express if that is what
you are more comfortable with, assuming Outlook Express is still
installed on your computer.
