I try to send my emails, but it says "this email has not been sent

Hello, I am trying to send emails through this site but I cannot do it. After
I write the email, it reads under the tools bar that this message has not
been sent. What does that mean? Can someone help me?
 
This is an ACCESS newsgoup, not an OUTLOOK or OUTLLOK EXPRESS newsgroup.
