i think it a partition problem ?.

I had a problem with explorer.exe and had to reinstall windows me,
windows came preinstalled on the hd I only have a floppy to reinstall
windows
I think this is called "windows embedded"?.

I first started fdisk and saw that I have 2 partitions already no1 1143 MB
non dos
and no2 27005 MB fat32.
So I deleted partition no2 and created a new primary dos partition of 22005
MB
and Created an Extended DOS Partition [using all remaining space]
I then Created a Logical DOS Drive in the Extended DOS Partition

restarted the pc and formatted the primary dos partition and the Extended
DOS Partition restarted the pc again with the floppy,

I now have
no1 1143 MB
no2 primary dos partition of 22005 active
and no3 Extended DOS Partition with an Logical DOS Drive in the Extended
partition

using the floppy it loads smartdrv, mstools etc etc then says file not
found- C:\drivers\mcdbf\source1\oemsetup.exe
Exit from oemsetup

any ideas

no that is not called windows embedded but you might have had a 'restore'
partition which is now evidently wiped out.

at this point it looks like you will have to purchase a windows cd to reload
your
operating system...
you might was well delete everything on the disk and just start over...
you might want to go with just a single active primary partition

Troll.

The other option is incredible stupidity, which I doubt. I don't believe
anyone who knows about primary and extended partitions would manage to
do what the OP claims and anyone who is daft enough to have done it
wouldn't know what fdisk is let alone what to do with it.

Looking at what you have typed it looks like it is looking on C drive
for the OEM setup files. It seems that windows (The cab files at least)
were in C:\drivers\mcdbf\source1\ folder, a folder you deleted when you
cleared 'C' drive.

You will need to find a self booting OEM CDROM of WindowsME to reinstall
your OS, just use the licence key from your OEM booklet you got with
your PC.

Yep - this seems all too common now. I really can't see
how the extra cost of including a 'Restore' (at least) CD
can offset the problems it may (and often does) cause.

What really does bite me is when a company sells, say a 40gig HD in a
machine, and THEY partition off say I gig for the restore partition, so
a poor sap that bought the PC with a 40gig is actually getting 39gigs
(less that that after formatting, etc).

I had to burn the cab files for a WinME disk on my brothers ageing pc,
because I knew that if the HD failed, goodbye OS restore. He also never
got a booklet, just a licence key on some silver foil on the back of the
case! Cheapskates...

I wouldnt mind but this wasnt a budget PC (At the time).

Talking about reloading OS's, This might be a good time to start
thinking about moving to a Linux system instead of forking over that
hard earned cash to pay for a proprietary platform. If you are just
starting out Fedora [http://fedora.redhat.com] seems to be really simple
to install and configure (if you don't mind being on the bleeding edge
all of the time), however if you really want true exposure to a stable
UNIX/LINUX environment go with Debian [http://www.debian.com] or FreeBSD
[http://www.freebsd.org]. If you want to just get some light exposure
before buying into the idea try a cd-bootable version of Linux such as
Knoppix [http://www.knoppix.com].

I only have the Packard bell oem floppy the licence key is installed
automatically, I don`t/did`t have allot of input in the setup process.
I think the oem partition has been damaged, I guess I`ll have to buy another
operating system !!.
