I need to have 2 outlook email accounts open under 1 user name. How do I do

What type of mail accounts? POP, HTTP, Exchange??

All accounts are "open" when you are in Outlook. No, they are not all
continuously connected since that would waste server resources for mostly
idle connects. Outlook connects, polls for new mails, and disconnects but
you can still look at any of your accounts within your mail profile so they
are all "open". You can define many accounts under one mail profile.
You'll need to better define "open" since your post is vague.

By open I just mean be able to check it. I would like to be able to put 2
outlook mail shortcuts for each one so that I can open the email and see when
new mail comes in.

You need to have a separate profile for each of the accounts....this can be
found under start....control panel....mail. create two profiles one for each
account..and check the box...always prompt for a profile. or add both
accounts to one profile.

How you add accounts to Outlook depends on your version of Outlook, which
you decided wasn't important enough to mention.

Put the shortcut where? When you load Outlook, it will check ALL your
enabled accounts.

Outlook can alert to any mails arriving through any accounts. If you get
new mail through account #1, you'll see an alert in the system tray (if you
leave Outlook running so it actually can do anything). If you get new mails
through account #2, you also get notified by Outlook. If the tray icon
isn't sufficient, you can configure Outlook to popup a window or define a
rule to popup a window.
