i keep getting the message error number 0x800ccc0d

when i click on send/receive in microsoft outlook i keep getting the
following message. the server could not be found (account hotmail, pop
server, error number 0x800ccc0d). I currently use DellNet for connection and
all my other e-mail and internet tasks are workin ok.

can anyone help
