I keep getting an unwanted/ unknown file on my desktop

I keep getting this unwanted and unknown file deposited
on my desktop. It's named ~ (tilda)and is only about 380K
in size. I keep deleting it and it keeps coming back
probable through Outlook Express Email or Internet
Explorer..

Does anyone have any info on this strange occurrence?

Louie;
The tilde (~) is a result of this patch:
http://www.microsoft.com/windows/ie/downloads/critical/330994/default.asp
The file is created when certain changes are made to your address
book.
The files can be safely deleted.
A search of Google shows many having the same harmless but possibly
annoying issue.

My understanding is that Microsoft is aware of the issue.
