That message means that you are trying to send your mail through a
connection that is not the appropriate one for your outgoing mail server. In
other words, your ISP requires that you use their connection to send mail.

You need to authenticate to your outgoing server - on your account dialog,
click the "More Settings..." button and go to the "Outgoing server" tab to
set it up.
