I have downloaded ActiveX so that I can record video but won't wor

I have downloaded ActiveX in order to record video but I still have a black
screen - when it comes on the ActiveX download message flashes behind it but
ActiveX is obviously being blocked. I ahve turned off pop ups and firewalls
in Symantec and windows. I am on Windows XP and use Norton.
