I have a file that I want to delete

I am trying to delete a file but every time i try it tells me that some other
program or person is uesing it and to close any program that might be uesing
it after I have closed all the programs that might be uesing it and no other
person is loged on to my computer I still cant delete the file ..Is there any
way to find out witch other program is uesing the file so I can close it?

What is the name of the file? Without further information we cannot help.
 
It would be best to boot into Safe Mode, search for the file,
then delete it.
